NCC to Sanction MTN, Airtel & Glo Face Over Subscribers’ Data Issues.

Nigerian Communications Commission has stated that it would sanction MTN, Airtel and Globacom for defying its directive on automatic migration to Pay-As-You-Go data bundle.

The commission said it had continued to receive complaints from subscribers on automatic migration of data bundle package to Pay-As-You-Go billing upon the depletion of their data bundle.

“Consequently and pursuant to section 53(1) of the NCA 2003, the commission on the 3rd of August, 2015 directed all mobile service operators to comply with the data bundle directives. That where a subscriber’s data bundle account is fully depleted before the due date, the service providers should notify the subscriber via SMS, giving information regarding the tariff/billing rate for automatic migration,” it said in a statement.

“Globacom is in compliance with Direction No. 1 as subscribers receive SMS detailing the tariff rates for auto-migration on depletion of their data bundles. However, Globacom failed to obtain express consent from the subscribers before migration to PAYG and, therefore, (was) in violation of Direction No. 2.

“MTN is in compliance with Direction No.1, but failed to highlight the tariff rate for PAYG billing. In addition, data service is not suspended upon the depletion of the data bundle account even without an authorisation via an SMS from the subscriber.

“Airtel is not in compliance with the above directions. Consequent upon the above, the commission has issued a notice of intention to sanction the concerned service providers.”

Etisalat was blameless as it complied with the directive, NCC added.

The First Ebola Patient In US Is Dead

A Liberian man who was diagnosed with Ebola in Texas has died, a hospital spokesman said Wednesday.

“It is with profound sadness and heartfelt disappointment that we must inform you of the death of Thomas Eric Duncan this morning at 7:51 am,” said the statement from Texas Health
spokesman Wendell Watson.

“Mr. Duncan succumbed to an insidious disease, Ebola. He fought courageously in this battle.” Duncan was the first patient diagnosed with Ebola outside West Africa, where the hemorrhagic virus has killed more than 3,400 people since the beginning of the year.

He flew from Liberia to Texas to visit family, arriving in Dallas on September 20. He began feeling sick four days later, but was not hospitalized until September 28.

“The past week has been an enormous test of our health system, but for one family it has been far more personal. Today they lost a dear member of
their family,” said Texas health commissioner David Lakey.

“They have our sincere condolences, and we are keeping them in our thoughts.” He said that the medical team in Texas has “provided excellent and compassionate care, but Ebola is a disease that attacks the body in many
ways.”

Health officials are monitoring dozens of people who may have come in contact with Duncan, including about 10 who are considered at high risk of contracting Ebola.

Nigeria Donate $3.5m 2 Liberia,other

The minister of health,prof Onyebuchi Chukwu, on Wednesday said Nigeria had already donated $3.5m as part of its intervention in the affected countries.

Chukwu said the sum was made up of $500,000 to each of the countries and the balance to the common ECOWAS Fund for the disease.

He also said 591 health practitioners had volunteered to join the international force that would go to Liberia, Sierra Leone and Guinea to help in the containment of the Ebola Virus Disease.
He said the volunteers registered with his ministry at three points in Lagos, Abuja and Port-Harcourt.

Chukwu said this while speaking with State House correspondents at the end of the weekly Federal Executive Council meeting presided over by President Goodluck Jonathan.

He said that he had already told a recent meeting of the United Nations General Assembly on EVD of Nigeria’s readiness to help the three countries.
He said, “I informed the United Nations General Assembly that the President has already directed the Federal Ministry of Health to train and send health personnel to these three countries in the area of special laboratory work to strengthen capacity in those countries.

“I also informed them that as part of Nigeria’s contributions to the international team that will be set up to tackle Ebola Virus Disease in those countries, already Nigeria volunteers from different health professions have been registering with us, willing to join the international force that will go to Liberia, Sierra Leone and Guinea to help out with the containment.

“As of now, 591Nigerians have already registered with us in three registries we opened in Lagos, Abuja Port Harcourt.”
The minister however said there were certain conditions to be met before the volunteers would be allowed to leave the country.

He said the first step was for President Goodluck Jonathan to approve their journey and mission and that the volunteers would be properly trained according to Nigeria’s standards, which, he said, was fairly high.
Chukwu said he also told the meeting, which was called to review the global situation on the disease that Nigeria is now Ebola-free. He said the country had had 19 cases with seven deaths contrary to the 20 cases being reported by the foreign media.

“Presently there is no single case of active Ebola Virus Disease in Nigeria, no single contact that is presently under surveillance in any part of the country,” he declared.
He said the ban on repatriation of corpses as well as inter-state movement of corpses was still in force, adding that the ban remained except where approval had been granted by the Minister of Health.
